Based upon the novel of the same title by John Westermann, Orin Boyd (Seagal) is a tough cop who
finds himself transferred to the 13th Precinct, the home for the department's slackers, freaks and
misfits. But when he discovers a web of dirty cops and corruption, that's his cue to kick butt and
