This native of Los Angeles, California began his career at the age of 14 when he joined the cast of Kids Incorporated, a television series about a group of musically talented youngsters. The following year, he landed another regular role on the new TV series Arresting Behavior. From there on his career took off, with appearances on several episodes of Dr. Quinn, Medicine Woman followed by guest shots on other primetime television shows such as Step by Step, Boy Meets World, Buffy the Vampire Slayer, Clueless, Dawson's Creek, Nash Bridges, NYPD Blue, Chicago Hope and The West Wing.

Also in 2001, Balfour secured recurring roles on two hit series: On HBO's Golden Globe-winning show Six Feet Under, he was Gabe, Claire's drug addicted boyfriend, while on Fox's 24 he starred as Milo, the smart and eccentric resident computer expert. His roles in movies continued to grow, with a small supporting role in Secondhand Lions (2003) starring Robert Duvall, Michael Caine and Haley Joel Osment, followed by a starring role in The Texas Chainsaw Massacre (2003), a remake of the original 1974 film. It was a busy year for Balfour, who also landed a regular role in the TV movie Fearless, co-starring Rachel Leigh Cook.

Balfour played the recurring role as bad guy Eddie on the hit series The O.C. and has also played recurring and/or regular on a number of TV shows including Veritas: The Quest (2003-2004), Conviction (2006), 24 (2001-2007), Valemont (2009) and Haven (2010).
