Lord Varys was Master of Whispers. Nothing happened in Westeros, Essos, or anywhere without his knowledge. He was castrated as a boy, and claims it gives him an advantage since he cannot be seduced. Varys swears he has no allegiances to the Westerosi elite, but rather to the common man.
