SCOTT D. ALTMAN Commander Scott D. Altman is a native of Illinois. A retired captain in the United States Navy, he has a BS in Aeronautical and Astronautical Engineering from the University of Illinois and an MS in Aeronautical Engineering from the Naval Postgraduate School.
