Cole (Caleb McLaughlin), a 15-year old boy from Detroit, is sent to live with his estranged father (Idris Elba) in Philadelphia after getting expelled from school again. In Philly, Cole learns about the deep history that runs deep in the city, and the urban cowboy subculture that brings people together. Still struggling to stay on the right path, Cole is reluctant to adopt his father's lifestyle. Alongside his father, Cole must learn the hard way on how to live as a concrete cowboy to escape the violence, poverty, and gentrification that threatens their community.
